CORPORATE COMPLIANCE PROGRAM NOTICE

A Chance to Change (ACTC) holds itself to high standards of accountability for clinical, business, marketing, and financial management.

In all organizational endeavors, ACTC employees are guided by the following corporate philosophy:  honesty, integrity, respect, and fairness in all dealings with clients, consumers, vendors/suppliers, potential customers, employees and the community.

In carrying out this philosophy, ACTC has implemented and maintains a corporate compliance program that emphasizes:

  1. Prevention of wrong doing, whether intentional or unintentional;
     

  2. Reporting and investigation of questionable activities and practices, without consequences to the reporting party, and;
     

  3. Timely correction of any situation which puts the agency, its leadership, staff, funding sources, or consumers at risk. Ordinarily, the time frame for investigations, unless of extreme urgency, shall be one week.

Any interested party can report, without fear of retaliation, suspected instances of waste, fraud, abuse, or any other questionable activity or practice. Reports may be submitted by mail, telephone, fax, or e-mail.

A Chance to Change Foundation
Annual Performance Report
July 2008

MISSION

To offer “a chance to change” for those whose lives are affected by chemical dependency and related behavioral disorders.

PROGRAMS

A Chance to Change (ACTC) provides a continuum of care that includes prevention, education, and outpatient counseling for those suffering from substance abuse and dependency and their families.
ACTC is currently providing services as listed below:

Community Education Series
This free, ongoing six-part program teaches about the disease of chemical dependency, codependency, enabling, intervention and treatment, family roles, and behavioral addictions.

Counseling Services
Experienced counselors offer individual and group counseling for adolescents, children and adults. Counseling is provided for substance abuse, other addictions, codependency, family and marital issues, grief, anxiety, depression, trauma, and other issues.

Employee Assistance Program
This employer-funded program provides confidential counseling to help employees with their problems at home and at work.

Family Assistance Program
As a United Way partner, A Chance to Change provides substance abuse and family counseling for adolescents, adults and families with low incomes.

Problem Gambling Treatment
A Chance to Change provides a certified counseling program for problem gamblers and their families. Specially trained counselors provide outpatient counseling in individual and groups settings.

MPACT 21st Century Learning Centers
A
Chance to Change is a partner with Putnam City Schools in providing an after-school program to Apollo and Overholser students. This program uses arts, technology, and interactive curriculum to improve learning, while teaching prevention curriculum to students.

A Chance to Succeed (Pilot program)
This pro-active program with schools provides free education for faculty and parents about substance abuse and other issues affecting students. Students are offered free drug and alcohol screenings, education, and follow up interventions if needed.

NUMBER SERVED

  • Last year, ACTC served 832 individual clients with our various counseling programs. Participants came from the greater Oklahoma City metro area and the state.

  • 1600 people attended the Community Education Series over the last year.

  • Over 1100 students, parents, and educators participated in A Chance to SUCCEED.

  • 200 children participated in the MPACT afterschool program, and 600 people received other prevention services.

  • ACTC also participates in dozens of health fairs, community groups, and other outreach activities, providing thousands of people free materials about substance abuse and its effects on families and the community.

 RECENT PROGRAM CHANGES

A Chance to Change has focused on free and low cost programs in recent years. This has required an increase in fundraising efforts. In addition to contributions by individuals and corporations, other sources of funding have been sought. 

  • ACTC became a United Way partner agency in 2006.

  • That same year the agency started the pilot program A Chance to SUCCEED.

  • ACTC added a Certified Problem Gambling Treatment Program, funded by the state, in July 2006.

  • The Community Education Series changed locations to the Last Frontier Boy Scout Offices in July 2007.

OUTCOMES

A review of the client surveys show that clients are highly satisfied with their services. Low cost options for treatment are in high demand. 

The Referring Sources (Stakeholder) Survey showed high satisfaction with the quality of our services. The unmet need most often noted was prevention programs.

Evaluations taken at the Community Education Series show high levels of learning and satisfaction from the public.

Evaluations from the Chance to SUCCEED program in schools show a reduction of use of alcohol and drugs, improvement in school attendance and grades, and improvement in relationships and communication.

The Inasmuch Foundation gave A Chance to Change their 2007 Special Recognition Award for Excellence.

STAFF

ACTC has 22 full time and part time employees. Highly qualified counselors include Licensed Professional Counselors, Licensed Alcohol and Drug Counselors, Licensed Marriage and Family Therapists, and Certified Problem Gambling Counselors. ACTC also employs Certified Alcohol and Drug Counselors and a Certified Case Manager. 
This level of staffing allows for a broad range of high quality services.

GOVERNANCE

ACTC is a 501(c)3 not for profit agency governed by a twenty-one member volunteer Board of Directors.  An agency wide external financial audit is performed annually.  There are no audit findings or management letters.

The Oklahoma Department of Mental Health and Substance Abuse Services certifies ACTC for substance abuse counseling services.  The agency is nationally accredited by CARF for substance abuse services.

Strategic Plan 2009

MISSION

To offer “a chance to change” for those whose lives are affected by chemical dependency and related behavioral disorders.

ACTC provides prevention, education, intervention, and counseling as part of a continuum of care. Education and prevention of substance abuse by youth is a primary focus. There is a need in the community for additional quality services in these areas.

CHALLENGES 

  • Need for continued strong fundraising results in order to continue low cost and free programs, while experiencing challenging economic times.
  • Continue to have the highest quality workforce at a time when many people are reaching retirement age.
  • Create a plan for leasing or purchasing a building which would be appropriate for future needs of the agency.

STRATEGIC GOALS for 2009

 1. Fundraising

·        Increase our fundraising efforts for free and low cost prevention, education and early intervention programs

·        Provide a 30th anniversary event, with a goal of raising funds and inspiring others in the community with the importance of our mission

 2. Employee Assistance Programs

·        Expand EAP contracts with businesses through Advisory Board and other focus

 3. Public Relations

·        Improve our profile and make our services known in the community

·        Improve communication with strategic partners and potential donors

·        Increase attendance at the Community Education Series through effective marketing

 4. Alliances

·        Investigate the possibility of partnerships and alliances which would increase the efficiency or financial viability of our operations or improve the quality or quantity of services.

·        Continue and increase coalitions with providers of complementary services and partner agencies and schools 

ONGOING AREAS OF FOCUS

Building Needs

An attractive, secure facility in a good location for the long term is important to help clients feel welcome and comfortable.  New office space adjacent to the existing building was secured in October 2008. The existing office lease ends in August 2010. Current rental rates are below market.  Note that treatment services may not be provided within 1,000 feet of a school and that there is sometimes opposition to treatment centers by potential neighbors.

Program Needs

  • Continue A Chance to SUCCEED, the school-based education and early intervention program for youth and families, to serve more students and families
  • Identify ways to increase our fee and insurance paid counseling programs

Board Development

  • Add selected Board members, with diverse backgrounds, ability to make contacts in the community, and/or to raise funds
  • Continue identifying leadership on the Board of Directors, with a succession plan in place
  • Utilize the Advisory Board for special contributions to ACTC
  • Engage new board members to solidify their sense of mission and involvement

Financial Development

  • Develop a Planned Giving program
  • Provide reports to donors about how their money is used

Staff Development

  • Monitor market salaries and increase staff salaries as funding allows
  • Continue to search for very well qualified counselors for the future
